Legal action under consideration against state police

MARTINSBURG, W.Va. — Family members of the man at the heart of one of three ongoing investigations into the West Virginia State Police are considering legal action.

The Herald Mail reports the state of West Virginia rejected an attorney’s request for records and video involving an incident last month along I-81 north of Martinsburg.

Reports came into emergency services February 12th of a person walking along the interstate who appeared to be intoxicated. When state police arrived, a struggle ensued with 44-year-old Edmund Exline of Hagerstown. He became unresponsive and died at a hospital later. West Virginia’s Governor Jim Justice has expressed dismay of what he saw on a video of the incident, but that video has not been released to media.

Gov. Justice has called for an investigation of West Virginia State Police involving as many as three separate incidents, one of which appears to be the February death of Exline.
