ELKINS, W.Va. — Deputies from the Randolph County Sheriff’s Department have made one arrest after a lengthy investigation into an unlicensed contractor.
Charles Simmons, 53, of Elkins, has been charged with four felony counts of fraudulent schemes in Randolph County
Officials allege on several occasions Simmons was hired to complete work he was paid to complete but never started or completed the projects.
Simmons is now in the Tygart Valley Regional Jail.
The investigation started when now Gov. Patrick Morrisey was the state attorney general. There were reports that six customers are seeking refunds of more than $47,000 for some work that dates back to 2006. Six other customers have won civil judgments of $16,353 against Simmons.
